Simple Excel time tracking - VBA macro

I have created a simple Excel form (attached) for users to enter information weekly re the number of hours they spend on certain activities. They will email their individual worksheet to an administrator who will copy/move their sheets into a central workbook. I need Freelancer to develop a macro for the administrator’s wokbook that pulls data from each of these copied/moved sheets into a single sheet in Excel that is in database form. The administrator should be able to click a button in the master wb and the macro will determine the number of user sheets then copy all relevant info from each one into the db, then delete each one automatically. This db data will then be used for reporting, graphics, etc (not part of this scope).
A few other notes:
-The template rows will not change, but the columns may – both the number of columns and the names of the columns. The macro must be smart enough to match the column name to an existing column name in the name in the db or create a new one (for instance, in the form ‘EPA’ is a column – in the future, that might go away in the template and be replaced by something else in the form – the macro would need to create a new field in db)
-Also, the number of columns in the form is currently 7, but this may be contracted or expanded. Again, macro should be smart enough to pull from as many columns as are present.
-Date field in template should be auto-populated with current date if user has not supplied a date
Please note, I am not planning to pay more than $75 for what I consider a relatively simple assignment. I will accept the most qualified bidder at that price or below.
