How should I bid if the description is vague? Or should I just stay away from projects like this? It's tough to know what to bid when there is no indication of the complexity of the project.

Explain that since they have a fixed price project, you need to know exactly what tasks need to be performed. So answer with a price to complete a Scope of Work agreement only. Explain that after everyone agrees on what needs to be done, you can make a bid for the rest of the project. A reasonable client will appreciate this. If they don't, then you don't need such a client.
