Integrating Two Logos

Contest Brief
We need to modify the header of War on the Rocks (https://warontherocks.com) to add a second logo beside it (Texas National Security Network - see attached files). How do we place the logos alongside each other in a way that looks good and indicates this is a partnership? There are a few problems:
1) Partnership: How do we visually indicate this is a partnership that does not create too much text?
2) Relative size: The second logo (Texas) looks a bit small and puny when placed next to the War on the Rocks logo.
3) Horizontal alignment: The main text in the logos ("War on the Rocks" and "Texas) as well as the main visual elements (the glass and the star") do not naturally align with each other horizontally. This makes the Texas logo look like it is lower down than the War on the Rocks logo.
4) Mobile: How do we make the combined logos look good and readable on mobile devices?
INSTRUCTIONS:
1) Use the attached files and integrate these two logos in a way that solves these four problems and looks visually pleasing. (I couldn't attach one of the EPS files because it is very large - I am not sure why - but I have it here via dropbox: https://www.dropbox.com/s/prcoqgyrw3jc89p/TNSN.eps?dl=0)
2) Feel free to make minor modifications to the logos as they exist (size, relative size, trimming, enhancements, etc) but do not overhaul or majorly revise these logos.
3) You will be expected to provide the eps, psd, jpg, and png files.
4) Remember this is for the header of warontherocks.com.
