I have 3 Tables:

#1 City
- Vienna
- Munich
- New York

#2 Employee
- Martin
- Sarah
- Klaus
- Sandra

# Employee2City
- Martin | Vienna
- Sarah | Vienna
- Klaus | Vienna
- Sandra | Munich

And i want that there will be created dynamicly DIVs (or other forms) for each City where i can move the Employee from City to City. Like that: https://wiki.selfhtml.org/extensions/Selfhtml/frickl.php/Beispiel:JS-Drag-3.html

Citys and employees can bei more or less!!! Must bei dynamiy created...

And if I press on save the Employee's will be the City saved each Employee in the third table :)

Not a image. Right ;) I want a Form. Image was here the only option...

i would like to have the code of this form... i know thats not be so complicated but i am stuck on the logics ;)

  OK, thanks a lot for clarifying! Still not sure if you just want to look at it as an example, for how to do the logic/mechanism (you're adapting/adopting your own implementation, as you already have code), or if you want to run the code/form provided (non-exclusive, non-transferable licensing), or if you want exclusive copyright. Sounds like it's more needed for inspiration, learning, example (especially per the contest's price).
  
  Apologies, I'm new to freelancing and didn't know that the only upload types are images :-) :-(
  
  However, looks like there already have been multiple entries, and a winner is already chosen. Solution includes jQuery, wasn't mentioned/required in the contest's description.

You don't want just images, or do you? Do you want this to be run as a service? Or do you want the code? Under which conditions/license? Is libre-free licensing fine (GNU AGPLv3 + any later)? Do you want the code to just look at (as an example) and you'll develop your own variant? Do you want to run/host the code yourself, but do not need exclusive/transferrable usage rights? Or do you want exclusive rights (for just €33)? Please clarify! :-)
