No limit on entries. Please create a trivia question under the theme "Capitol Hill Conspiracies". Content will be used in creation of a pub trivia game. Obviously this is highly subjective but we're hoping to gather clues that are both informative and entertaining- using crossword clue creativity and trivia.

Sample: The CIA spent 20 million dollars on Project _________ _________, which intended to use cats to spy on the Kremlin and Soviet embassies. (Unplugged + popular household pet.)
