Need Help with PowerShell Script to Automatically update S2S VPN Gateway with dynamic IP address of ISP.

We have a customer with backup Internet link and primary Internet link. We need help in developing powershell script to update Azure VPN gateway IP to new public IP of their backup link when primary link is not available and restore the IP address back when primary link comes up.
