DLL to send emails

I want someone to develop a DLL to send emails (SMTP). The requirements are: -Write DLL in C++. I know there are some APIs which do this. If you use a third party API, it must allow commercial applications and I have to accept it/ review it first. -The dll must have at 2 functions: 1. Test it - connects to email server (verifies user name and password) 2. Function to send an email - inputs are username, password, server, port, authentication type, to, subject, from, body -Also write an exe application and code that uses the dll – this is for testing purposes. In the application I will put my credentials/server and will send emails using gmail server and 2 other servers from different hostings -I need the executable files and the code. Any ideas about the development are welcome.
