Design the Housing for a Bicycle Alarm

I am creating a bicycle alarm.
I am looking for assistance with the design of the bicycle alarm housing.
- The housing would contain the circuitry, piezo speaker(s) and battery.
- The housing would additionally attach securely to any bicycle, either by:
a. attaching to the external bicycle frame, or...
b. fit inside the bicycle frame (if we can solve some design issues related to radio signal strength and alarm noise strength)
Requirements:
- Tamper-proof for at least 2 minutes (housing must be very hard to remove or break)
- Easy to install on bicycle without special skills
- Universal fit for all bikes
- Waterproof
- Allows ~90dB sound through the housing
- Allows Bluetooth signal through the housing
- micro-USB Port for recharging batteries
