nder a scenario of localised production NZ was able to satisfy much of its own textile processing and production needs. (Singleton, 2008). The introduction of policies such as the NZ Australia Free Trade Agreement (NAFTA) of 1965, and the Australia NZ Closer Economic Relations Trade Agreement of 1983 (ANZCERTA, CER) served the textile manufacturing industry well. Machinery was simpler to procure, and potential markets became available with less restrictions. (Australian Government Publishing Service, 1996) Free trade with NZ's direct neighbours provided much needed access to similar consumer bases, and reduced the import cost of the textiles.
In developing Closer Economic Relations, the removal of a large number of tariffs and protectionist measures occurred, and as the economies of NZ and Australia became more intertwined, capital flows increased. (Ministry of Foreign Affairs & Trade, 2008) There were dark times on the horizon looming, as technologies changed and nations grew. Muldoon's 'Think Big' reaction to the Oil Shocks of the late 70's began a shakeup from which the NZ manufacturing and textile industry has yet to recover. (Quiggin, 2000)
