Controlling led rgb strips with less components

I am building my own 7 segments rgb display

Each segments contain 1 rgb led common anode

So the microcontroller sends the output to turn each color of each led

But with this I am using 21 pins of the microcontroller since there are 7 segments and need 3 pins per color of segment

I am using uln2803 since the rgb led is 12v

So I need you give me a purpose of wich compoenents use to reduce the BoM because at moment I am using 1 microcontroller and 3 uln2803 per display, and I am building a clock so need 4 segments

I am paying only 10 usd, no more because I just need an answer and not the diagram nor code
