Circuit design for an Arduino UPS

What I need is an electronic circuit design for a Arduino UPS. I want it to work like this:
1. It will be connected to an external power supply which provides 5V steady and 6A max.
2. It will use 3.7V Li-ion battery (1200 mAh) as power storage.
3. It will direct the current to Arduino when external power supply is on.
4. It will automatically and instantly switch to Li-ion battery when external power supply is off. I want the shield to provide steady 5V and 500 mA max.
I just want a circuit diagram. Not a specialized drawing for the production of the shield. I want the circuit to be composed of basic components such as resistors, capacitors, transistors, diodes, relay switches, only very commonly used and extremely cheap chips and such.
Also, it should charge the battery when external source is available.
It will nice to have 2 indicator LEDs which are green (external power supply is on and charging) and red (external power supply is off and running on Li-ion battery)
I don't have any battery management circuits in hand.
Please use affordable and commonly available chips instead of many basic components.
Please add a rough cost estimate for the circuit components of your probable design. Example: `I guess that I can design a circuit that will cost XY$ in total`
The cost should only include the components excluding Li-ion battery. I am not expecting a precise estimate here, just a rough guess (+-30% is OK)

Hello! The cost of you device is about 5-8$ for one piece. It's without a cost of PCB. All need LEDs will be on the board. The scheme I will do in Eagle.
Our company designs switched-mode power supply, a more complicated power supply. If what you need is a linear power supply then it will be much easier to design and I can guarantee it will be operational.
