Can you design a circuit which is lower cost?

We need :

(1) BOM showing suggested components and prices from Digikey or Mouser in the USA

(2) Schematic

(3) Gerbers, etc.

(4) Hand made prototype. You will get the electronic components locally.

(4) Simple video of the final hand made prototype functioning, showing voltage, current consumption, etc with an ohmeter or oscillascope or similar. Video shot from your mobile phone and sent to us via Freelancer.

(5) We can have a company make the finished prototypes for us and ship them to us in the USA.

This simple circuit board drives a simple liquid crystal display, which consists of one pixel only. The pixel flashes on and off 3 times per second approximately.

LCDs typically consume less than 3 microamps when functioning.

Our LCD is unique, as it consumes 12V to 18V (like the old dye based lcds in cars in the 1980s and old fighter jet display avionics.)

Low cost is our primary concern. Low power consumption is our primary concern. I really think a pcb running constantly at 200mA is way too much power consumption, so I hope you can suggest an better design.

Note that multiplexing an lcd is a good idea, as 1/2 duty and 1/3 duty reduces the power consumption. However, our primary goal is a low cost pcb, and multiplexing may be too costly for parts.

Today I like low cost button cell batteries, coin cell batteries, like the CR2032. If necessary, we could use (3) 3V CR2032 to multiply the voltage to 15V or 18V.
