convert many jpg, gif, fla(video) into one flash swf file

This is a very simple program, I have many pictures need to convert to swf and encrypt the swf so that 1 the swf file could only open in [login to view URL] and 2 the pictures can not be de-encrypt if someone downloaded this swf file. This program interface will be: I can add multiple pictures and videos (jpg, gif animation, png, swf and fla), with all pictures already compressed, with preview of each picture when selected, and can arrange the order by click "up" and "down" arrow buttons. By clicking "OK" all these pictures and videos will be converted into one encrypted swf file, and I can select the file saving location and its name. My budget is below $30. A rough interface is uploaded.
