Color match applet

I am looking for someone to write a small applet that would allow customers to match their skin color to a makeup stick color all online. What I am thinking is the applet would let them upload a picture of themselves to the site. Then they would click on a moderate skin tone that is the color they want to match. Then the applet would select between our 17 different colors of makeup to find the closest match to that skin color. Need some creative idea's but I think this would be pretty simple to make. I have color codes already in hex code for our 17 different concealer stick options.
