English is my native language and I am fairly familiar with the basics of Spanish (1 year of study). I am also great at being able to communicate with foreign speakers. Having two little ones myself in that age range, I feel I would be able to effectively communicate the concepts of color, family members and types of food in a fun and interactive way.
With the $35 cost ($5 going to freelancer), I can produce a basic game which will display text (voice is possible, but will cost more) in both Spanish and English, pictures of the colors, people and objects, and fun sounds. If you would like more features, we can easily discuss it and figure out what you need.
I put a timeline of 7-14 days to allow for enough communication between us to ensure we get you exactly what you need for the kids.
With the current budget, I can produce a game with a very basic navigation menu (Colors, People, Food (or objects)), and a couple mini-game which will be fairly similar, where it asks the student to click on the requested item. "Please click on the blue circle. Por favor, haga clic en el círculo azul." (My Spanish is not great, but I can easily work with you to provide accurate translations.) Correct answers will be rewarded with fun sounds and animations. Each mini-game can have multiple levels of increasing difficulty to assist with retention.
