I would design a simple, cute cartoon version of Joe but then paint it digitally in a hyper real almost oil painting style. I would give the portrait a grand but comical tone using bold colors and brush work with minimal blending to allow the finished piece to work well as a banner and as a thumbnail. I am happy to work from the photo on Joe's Facebook or from any other references that you may prefer (the more the merrier) and I'll get that lapel pin on there too.
