Only not 100% sure at point 3, "but start falling off after 12 months", should I keep track in database of monthly stacks of hours, and then show them a sum of their hours on homepage, so I can drop pieces which are older than 12 months, or will you want to drop specific number of hours after 12 months? I would code it in PHP/MySQL (CodeIgniter framework). I can use Bootstrap 3 to make it look good layout wise, you can still style it afterwards.
