Design a Banner

I am creating a forum for the vintage jet skiing community called Vintage Jet Ski at vintagejetski.com. I am interested in what it would cost to create a banner for the site, which will be predominately run using the vBulletin program, based on the background/details provided below. To help in detailing the image I’ve included a number of attachments showing imagery/features that I wish to draw on. First is a mock up I created a while back titled PJS Banner Mock Up. I still wish to use this as the basis for this banner in terms of overall layout. The colour scheme I wish to work with is using the colours of the Performance Jet Ski logo, which is provided in the image titled PJS sticker. However, I would prefer for the blue to be a bit more electric. More examples of the PJS colours are in the images titled, PJS Ski and PJS Ski Top Also using the basis of the PJS logo flag on the left, I’d like a flag protruding outward from the V, as shown in both the PJS Banner Mock Up and PJS Ski. Obviously the text desired differs from the mock up with the header as VJS and the text below reading vintagejetski.com. Ideally, [login to view URL] would be in a font similar that in the PJS Sticker. I understand this may be difficult, generally it should be clean but with the late 80s, early 90s period in mind. You’ll note my attempt at speed lines in the PJS Banner Mock Up. A better example is in the image of the Kawasaki Jetski, which is one of the originals and what began the sport. Finally, it would be ideal if the banner included an editable, right aligned text box within the banner (a good example of this is provided at [login to view URL]). While I’ve given some thoughts and ideas you can have creative licence. Really only the colour scheme is non-negotiable otherwise you can run with it, keeping the theme of the late 80s and early 90s in mind.
