Design and build online directory

Hello - We were established clients on Elance since 2009 and we are looking forward to a good relationship on Upwork. We are a not for profit looking to create an online directory website form scratch to assist with the global development agenda set by the United Nations and member states. 1. Companies, individual consultants should be able to submit their listings and also be able to edit and amend. 2. There should also be the ability to collect payments for the submission. 3. The submissions should expire after a certain time if not renewed. 4. Size? We are not expecting more than 500 submissions, but would like a bid that will include a size range: e.g.: 500 - 1000 submissions or directory entries; 1000-2000 submissions or directory entries. 5. Submission and directory entries will be filtered into 6 different categories. Directory entries should be allowed to select up to 2 categories only (is this possible or will they need to submit a new entry per category?) 6. Search engine plus advanced search. 7. we would like to place banner ads of our clients and pop ups too. You must have extensive experience of building websites of this nature including java scripting and coding experience and you should be able to guide us as to what will work and what will not work; with useful examples of working websites that you have developed. Our budget is between $500 - $750. If you bid above $750 you must explain why the need for the high bid and/or additional cost. Please also refer your bid price to size of the website and content.
