I need a developer to build WordPress plugin -- 2

Hi, I am looking for an experienced developer to build a WordPress Plugin that will create a small pop up at the bottom of the page that shows a little info about a recent person who joined a mailing list. It needs to do the following: A back-end user interface that allows the website owner to: *select which page(s) it will work on *allow admin to edit the default text for that pop up *allow the admin to select which email list the pop up will pull from It also needs to: *work with MailPoet, MailChimp, Active Campaign, & AWeber *Pop up in the bottom left of the web page *pop up when the website user starts to scroll down the page and it should change to a new pop up if the user stops and starts scrolling again *show profile image of person if they have one *or, show a generic image when no profile pic is uploaded *be usable on multiple pages, with different text for each page Please see attachment for a mock-up of the pop-up. I will provide any necessary graphics. If this works out well, I will be looking for someone to have an ongoing working relationship with regarding this plugin. There are other features (including additional email service compatibilities) I would like rolled out from time to time in the future and I also want to keep the plugin current and active with WordPress. If you are interested, please respond letting me know you understand what I'm needing. If you reply with a simple "I can do this" I won't respond to you. I need someone capable of communicating with me if this is to be a successful long-term working relationship. Plus, I need to know you understand what I'm needing, so we don't waste time on something I'm not happy with. :)
