Hey i can build the applicationi for you, i see that you suggest using opencv,simple cv etc, but i suggest using libffmpeg to build the application, I have used it for multiple projects and can easily develop your application. I already have experience with image, sound and video processing (filtering, compression, etc). I am comfortable with both java and c++ programming. I already used opencv in previous projects. I can even work on more advanced features than just stitching video.
