Automatic refresh in a website

1) Our webpage works as a list where new data are continually entering. It refreshes automatically every 10 seconds and when a new data (from MS-SQL) enter (on the top position) the older ones go downward.

We want to make the refresh process smother and without the 10 seconds delay

We also want the older information slipping down to open space to new ones.

2) There is a button that deletes an entry but it just disappears after the next automatic refresh.

We want to delete it immediately with other data slipping on to fill the vacant space (we need some transition effect – DISAPPEAR and WIPE UP.

3) There are some images

We want to enlarge the image when the cursor is over them.

4) There is a button to open or close the picture. The user can choose if he wants to see only the text information or text with picture.

Please tell me the technology you think will fit better. Could be Ajax, Flash, Java, Python or some other one you may suggest.
