Accordion Type Web Site Navigation - Portable

Need to have 'accordion' style navigation menus where the submenus are all vertically oriented (versus an accordion style menu that opens vertically for the initial submenu, then horizontally for subsequent menus).
The navigation should be easily included into an existing site. Navigation should be designed in a way that allows for easy updates and written in a manner to allow for it to be INCLUDED in the various HTML and/or PHP files for the site.
Navigation color schemes (hover, inactive, etc) should be customizable as well as fonts (ideally through CSS). Navigation should be platform agnostic and work on any device (namely, iPhone and iPad). Further, the solution should be written in a language (i.e., Javascript or JQuery) that is not adding to the cost (i.e., we don't need to purchase additional software to make the navigation operable).

Budget is unclear but projected at approximately $250. Our client wants this functionality and we are attempting to determine feasibility and execution timeframes. Cost for the work will be presented to the client to see if it meets their desires. We would assume part of the cost if the solution proves to be one that we can use over and over in additional web sites.
