Angular.js roof of concept to download a file from a WebAPI server

I need a small Angular project that consists of a small html page with a link, that when clicked, passed a parameter to a controller that can download a file as an attachment. Note that the file will be generated on the server side, so it is not a static link, but rather a RESTful call with an integer ID passed to the server. I'd like to get this done tonight, otherwise I will just figure it out tomorrow.
