Detecting/showing location on

Hi, I need a script that will detect my current location via maxmind free service and then show it on google map. Google map should then display 5-10 random pins with our custom pictures and custom descriptions on the map. Those locations should be random and different each time! For someone who knows what his doind this should´nt take more than couplse hours so the max bid is 70$. In the attachment you will see exactly how it should work, it takes my location "Tallinn" and adds random pictures to random locations near me.
