ANDROID + RFID Attendance and Door access

Hi I would like to know if you can create ANDROID+RFID with PHP/MySQL knowledge Must have a hardware platform to code/develop and test. - ANDROID tablet - RFID reader module proximity cards (USB device) or built-in - keypad to enter student ID (IF RFID card is not available) -- we can use the virtual keypad (touchsreen capability) of the tablet. - USB switch relay to OPEN (locked door) This system will be used for school attendance and door access control systems in which it will use a centralized PHP/MySQL online user management. The ANDROID tablet (device) should be working "online or offline" without any connection to the main (central) DB. so a local PHP/MySQL server will be installed on the android table. A virtual number keypad will also be USED for inputing keycode for non-RFID users. The application should display the person "profile" (name and picture) on the screen when authentication is successful. more details (UI) arrangement. NOTE: We need a good ANDROID developer with little knowledge on PHP/MySQL we will be taking care of the web based application (jsut give us the data to insert/query/authenticate).
