Android App for Product UPC Scanning

I am looking for a fairly simple native android app for searching product recalls with UPC scans. Data: A database located on a server that would be fetched and downloaded at some interval to the phone (for offline scans). The database would include the UPC, product information, recall date. Function: -User would scan a product code (in the app). -The app would return a list of recalls associated with the product In your proposal, please include a quote for phase II (don't include in your bid) Phase II: Create iPhone app with same functionality.
