Android WebView Wrapper 2

I build mobile web applications and I need Android applications that wrap them in a WebView so I can be in the Market. I have my own code with apps in the Market already, but I am looking for slightly more advanced functionality: 1. pull the bundle of web pages and store them locally, then run them in a WebView off of that. (note that the "bundle" of pages is only one gzipped file) 2. reload the "bundle" on startup if it's a few hours old. 3. build a service to run a JavaScript function from the "bundle" every minute or so in background. 4. deliver notifications based on the return of that JavaScript function.
