Hello Eli, ¿do you remember me? We have worked before, and I have been working with Java for Android, and I have made one similar application to open an Url when the app is launched. So it is only necessary to get the device's MAC address, configure the app for launch on Boot and call an intent to launch google chrome "app" with the url as you like.
