create an app, Pet Project

I would like to have an app created that uses a small image and needs various types of input at a random time in the day. Completing these tasks would give you the higher leverl pics.. That is the basics of the app. I will have other control functions you can add later... The budget is 250.00.. for this project, without add ons. Which could raise it higher.
