Both TCP Westwood and TCP Cubic are available for NS-3. You may choose any network scenario that you think better simulate the two algorithms. To save your time, you may use the simple dumbbell network with just two TCP flows. Keep in mind that a download operation is characterized by an application that tries to move data as quickly as possible. In NS-3, the BulkSender application can be used for this purpose.
