Custom Image Tagging for Wordpress

Hello, We're looking for a good wordpress programmer for an image tagging project. The requirement is to do a plugin or custom site programming as well as to set it up into our buddypress site. The idea is getting a similar functionality than facebook tagging or chicisimo.com. Adding a twist in another subject. The tool is available just for registered users, but all visitor can see the results... Once a user is logged in he will follow 5 steps to complete the submission, these are: 1 upload a picture and edit to crop, rotate, center, zoom in & out, reset. 2 click on the picture to tag as much as 5 tags : - Select from parts of the product(chicisimo uses categories like Top:dresses, tunics, corsets; Bottom:Pants, Jeans, Leggings, etc etc). This list has to be extracted from taxonomy or website tags) . - Brands. Big brands to choose from. Another dropdown box where users can select from the already created brands, or add a new one. - Short description: single text field to fill in with a short tag text description 3 What products is it? I will provide a list of 10 broad products. The user must pick one of the list. (it can be also imported from taxonomy or custom posts). 4 Text field to describe the image. No html or styles allowed, just plain text. 5 optional to user: Add further images about the same product. This is an optional feature that we will discuss. But it is just a single image uploading field, no tagging but resizing and crop, zoom etc allowed. (screenshots and mockups available for awarded providers) Once all steps are completed by the user and hits submit, a new image tagging article is created and save it as draft in the wordpress. WE are thinking to create a big website on one specific subject, and more features will be required in the future. So this will become in an ongoing project.
