Basic software needed to interface with multiple sites / FTP

I didn't really know what skills to put down so I just listed those.
Basically, I want to have a piece of software that automatically connects to multiple sites and uploads a selection of files. The software will also have to connect with FTP accounts.
The end goal is to be able to upload a set of Wav files to a server (my own personal one), then the software works away in the background (or it could even be web based) and takes these files and uploads them to various websites and FTP accounts.

OK so here are some more details.
Step one - I want to be able to upload multiple Wav files to a server space (I will host this on my own hosting account and have space to do so)
Step two - The software / code / platform / whatever it is that you guys can come up with then takes these files, and uploads them to various websites, FTP accounts, e.t.c. The majority will be FTP accounts (around 15 or so) and the others will be websites.
Step Three - The majority of these websites accept Wav files, BUT there is one that wants an MP3 file as well (so the code will have to have the function to automatically convert the Wav into MP3, and then Zip it up). There is also one site that requires the Wav files but with my name at the beginning. These are all minor things, the majority of the sites accept Wav files.
Step Four - I also want the ability to be able to 'add' connections to this software, so that in the future, if I have more websites and FTP connections that I need then I can do this without having to bother you guys again!
Step Five - When the file has been uploaded to all the various connections, I want it automatically deleted off the server space.
Does this all make sense? So I don't want to clog up my uploading internet connection, I only want to upload these files ONCE to a server space, then the platform automatically does all the magic in the background!
If things go well with the right person then there may be other projects that I will need your help on as well!
