Zigbee datalogger

Only embedded type engineers should read this. I require a datalogger to have remote transmitter and local receiver with Zigbee and a simple PIC chip at each end. Must enable very inexpensive manufacture of system. I am looking for a minimal chip count and cost amount. Remote transmitter - Zigbee 1mw and aerial, PIC such as 16F628 chip with solar cell and temperature sensor and 10F capacitor(for low/zero light times). Local receiver - Zigbee and aerial, PIC-USB chip and USB connector. Simple GUI for Windows XP to show system works. Usage of PICAXE not acceptable. Deliverables 1. Block diagram and brief explanation 2. PCB files and circuit diagram (gerber, protel and jpg) 3. Parts list with suppliers 4. All source code for Tx, Rx, Gui 5. Sample data to be transmitted to ensure system operational. Sample data from temperature sensor every 30 seconds. 5. Bothe TX and Rx in small box 6. Name of compilers used - preferably freeware of inexpensive 7. Working system (Tx, Rx, Gui) and documentation delivered to me. Note: Project time is 8 weeks from when you start till when I receive goods and documentation(50% payment) and then I will test for 2 weeks and then release the balance (50%)if it works.
