Custom Install Manager + Reporting Web Interface

We have a project that we were working on with another freelancer, but he has disappeared and we have not been able to reach him. The project is 90% done and we need somebody to complete it. Furthermore, after the initial project is complete, we would like to work with you on an ongoing basis for maintenance, upkeep and new additions to our project. In essence, we are looking for somebody to prove to us that they have the skills to take on this project by completing the remaining 10%, as well as show us that you are extremely reliable. If you can show us this, then you have the possibility of being hired full time with our company. Here is the project description: We need a custom install/download manager that will show a series of optional software/toolbar offers to install before downloading and installing the intended program. Each install needs to be tracked and reported to a custom web reporting interface. This is a very complex project so more details will be given once you apply to this job. Notes: -The previous freelancer built the custom install manager with DELPHI and the web reporting interface with PHP/MYSQL. Requirements: -Must speak fluent English (we prefer to work with someone from the United States) -Must be RELIABLE -Must have strong design skills to make our product visually appealing -Must know how to make our custom installer undetectable to Anti-virus's **IMPORTANT** Since the project is already 90% done, the project budget for this is very small ($250 - $750). However, once you complete the project, you will make your money by becoming full time with us and getting paid on a regular basis for maintenance, upkeep and future additions.
