Complete Affiliate Tracking Website

I am looking for an entire website design. Don't know what programming language to use but what ever would be most efficient in transfer rates. This site will consist (for now) of a: Home page Member page Join page Advertiser page Admin page A page that each member can promote as their own I can do most of the design/ front end. I need someone for the back end. (db, affiliate tracking, stats, etc.) UPDATE: Thanks everyone for the bids so far. So now I would like to extend the initial bid to a complete turnkey setup. Thankyou I will also need someone that will stick around for ongoing updates and/or maintenance.
