Convert a PSD To Mambo Template

I need a template for my site. I am using Mambo Opensource and I need a design converted from a psd. I already have a site designed. I need the winning bidder to make sure it is resizable. I also need the winning bidder to include the .css and xml files as well. You can visit my current site at www.andjuan.com.
