classifieds website / PHP

We are looking for a PHP developer to build a jobs / classifieds site. The site will be bilingual, but the developer should architect the site such that it is language independent (eg, allow 1 set of code to use one language template or another). This site is intentionally very simple, with few features: 5 main pages : - welcome, - search for ads (list view), -ad detail view, -post an ad (with option to pay for premium listing via paypal) - post confirmation (and delete) Since the site is bilingual, there will be a link to select the language. When the language is selected, the text on the site will change to use that language. However, there should be one code base to do this -- it should simply replace the text variable with the appropriate language text. Of course, user-generated content will not be translated (eg, a job posting that is written in english will remain in english). But the labels, eg "description" will change to the appropriate language. If a user wishes to respond to an ad, she can do so by filling out a form on the ad page. This form will then be forwarded to the ad creator's email, after appending a header/footer explaining that it came from this service. Also, the user will be required to fill out a CAPTCHA , to prevent spam, so you must be familiar with how to do this. Since this is a site to post/find jobs, the content must be organized around particular countries and cities. The user will be able to change their country and/or city, and see all the content available in that location. When they post content, it is only posted to that region they are currently in. We have some existing assets (lists of cities/countries, and photos/icons) to use with this. in addition, there will be an admin section of the site that will be password-protected. The admin will have the ability to create admin accounts for specific regions/categories, approve/reject postings, create/edit categories, etc. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement). ## Platform PHP on Linux XHTML / CSS (design skill helpful, but not necessary; just produce clean 'div' -style , valid xhtml mysql some javascript (very little I hope, no AJAX) email integration w/ php (able to generate and send email) i10n and l10n -(internationalization /localization, or a good idea of how to implement this) must have experience building highly scalable websites, capable of supporting millions of hits per day templating system (smarty or similar)
