Building a secure fan club website with login

I just hired a freelancer here that was not able to get the job done... my hosting company is a cheap company that may take time to upload files. If you are not willing to go through that process, or to teach me how to upload files and / or database, please do not bid. 1) I have built the design for the site, and want to be able to have someone program the site so I can have a good login system. I have a simple login system at the moment, but would like a secure one. I don't want people to search for this locked site on the internet. 2) I have a blog that I would like logged in users to be able to comment on. Here is a question... upon making this blog, can you make it in a way that it is easy for me to update? The administrator can easily write an entry without knowing html? Or would the administrator have to change the html all the time to add another entry? 3) I want a form / mailing system that when users have forgotten their login information, they can write their user information on a form, send it, and they will automatically receive the needed information to log in. 　- Those who forgot their username 　- And those who forgot their password 4) When users log in, I want them to have a personalized page (be able to see their information: name, expiration date of their fan club merits, etc. I also want them to be able to change their information through a form. (ie... if they changed their e-mail address, mailing address, or phone number.) 5) I am thinking of enabling a shopping cart for logged in users to order and buy goods from. 6) I would also like to make a map of Japan and to have red dots to show how many members in a certain area by the size of the dot. I would like to be able to change the size of the dot as the members of the fan club grow. Would this be easy to do? 7) My entire site would be in Japanese, so I will need for your files to be able to read / write in Japanese... I don't want to have to retype all of the Japanese after you write the code. 8) I also want forms for my site that have automated responses. I am not in any particular hurry... for all of this to be done. I would like to have it done within a month or two. But, I would like numbers 1, 2, and 3 done as soon as possible. As I said I have already done the design... but if there are better ways to do what you need to do, please let me know. I was told my design was a setback for certain functions. I am not an expert in this... it is my first time getting this done, so please communicate with me. I am also looking into working with someone who can program and whatnot longterm.
