Create a XHTML Fladh CSS Website(good looking with black and blue colour)(repost)

The website should have 5 to 6 dynamic pages.I would like to have the admin functionality so that i can easily update the pages. Simple database functionality is required and the website should be able to support various image format pdf and word document. Please let me know the Bid and the time duration. I would like to have at least 2 designs to be able to choose from.
