Dating, rating site

Hi im looking for a gifted team of web developers to produce a clone of the website [[login to view URL],[login to view URL]][1] for a client who is in a hurry. There are some small differances that i have with regards to a payment option etc which i will tell the chosen bidder to the work. I already have bought a domain name, webspace with phpMyAdmin and i will expect the team to have everything up and functioning correctly before i release 70% of the funds. The final 30% shall come 5 days later once i have properly tested the site. Also every line of php/sql code MUST be commented. This is of the utmost importance so please understand this has to be done. What I also require is a PHP image resize function, that will scale a picture to a requested size, and create a thumbnail of that image as well. I will need this function to work with an image upload code, or the coder has to be willing to alter the image upload code to fit his/her own code. This will be on a seperate page to the website as my client wishes to integrate this at a later date into the project. I will also require a control panel which will allow me to log on and check the images that members upload before approving them for public rating. I also am only interested in taking on a team fluent in Search Engine Optimization as this is to be a business site and i need to be high up on the major search engines. Let the bidding commence.... ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased.
