Application for a website

Hello guys, I Have a web design agency in méxico, and we mostly do e-commerce, and informational web sites, but now we have a client that wants exactly the same application that this site has: [login to view URL] So to summerize: - They want a shopping cart where users can select signs and purchase them using SSL encryption. - These signs could be ether templates that my client sells, or they can be customized by the users using a design tool created in java(example in the site i provided). - A full administration panel for both user and client, where the users can review their purchases, shipping status, profile (where they have the shipping address and personal information), of course encrypted using SSL, and clients can upload new templates, change prices, taxes, and basically can edit every informational web page such as the About us page, privacy policiy, etc.. Also the client needs to be able to change the status of the order(printing, shipping etc..). - We will be designing the web site, and we will give you jpeg image files and the html/css files containing the site's structure. This is basically what we need, specific details will be covered after we decide who gets the project.
