Custom CRM based on CakePHP

We need a Custom CRM built on the CakePHP platform with the following features: Multi User - Central administrator and telesales users. Input a predefined telesales survey sheet (needs to be editable) Then stored with new contact details (separate table so it can be used for other products/tasks later) Automated (cron job) emails sent at predefined (& editable) times, eg 1 week, 2 weeks etc. Dashboard for user assigned contacts and follow up Dashboard for Administrator to see and assign all contacts and tasks. Show summary of completed sales and number of calls made for each user. Export options for contacts Search functions. Please provide a close estimate and time scale for completion.
