Custom WordPress Plugin - Star WordPress Dev Needed!

Looking for a star WordPress developer with deep experience creating WordPress plugins. Familiarity with online marketing tools is a plus. The successful applicant will be able to iterate quickly based on feedback, and will have relevant work to show. Please read all the following project details before applying. I need a WordPress plugin developed that will: - Be completely configurable from the WordPress back-end: all options should be able to be customized by the end user without them touching any source code. - Display a box on a post or page that performs a Javascript animation based on where a visitor has scrolled on the webpage. Which types of posts/pages the box appears on, how frequently it appears, etc. can be set by the end user. - This box will be able to display an email opt-in form from major email autoresponder providers such as Aweber and MailChimp, social media buttons, or custom content such as text and an image depending on options set by the end user. - The box should have its own styling that overrides any CSS from the current WordPress theme, email opt-in forms, etc. There will be multiple themes for the box that the end user can select. These themes should be able to be previewed in the back-end before deploying. More project details available to the selected applicant.
