Debug PHP software tool

We had another contractor build a tool for me that effectively takes some html files from a desktop, does some editing on the html, puts them inside a html template and loads them to a website as webpages. I have attached the original spec. But the previous contrator had lots of bugs in the code and stopped working on it, so now we are am looking for someone to finish the project. It is almost working, so just needs to be debugged and some fine tuning where they didn't follow the spec closely enough. So this project just needs a PHP expert to go through all the code and fix all problems, as well as working with me to test it and fix bugs. We need this done finished quickly please. Whoever does this for me and impresses me, will be invited to do another related project
