Design and Recode Existing PHP/MySQL Web Site

I have had a site built for me, it's in php. I was going to do the design myself but I simply don't have time and need a design and for that design to be implemented on the site. The site is fully functional (with some refinements ongoing) but not ready to be promoted as it has no design and is built using tables. Brief The site is a site for remembering who you lent stuff to. The overriding concept is simplicity - in function and design. I want the site to do the one thing well and have deliberately omitted many additional features. The design needs to reflect this. Design. I want a clean, simple design. I like the idea of simple line art, perhaps random things that people would lend, but that's just me. White space and shading. That's what I'm after. There's no logo or mark for the site yet so the sky is the limit. Coding. The site is functional, with some refinement still ongoing, but is coded using tables. I would like the design to be implement in xhtml and using css. The scripting language is php. I use Dreamweaver so I'd like a Dreamweaver template solution I can use if I need to further down the track. There's an admin section too, I'll share that with the winning bidder but there's about 10 pages to do in there. For example, text links to sort need to go to arrows and some of the ajax effects will need to considered in the design. I'll have the site refinements completed before this project commences. The refinements are minor and will have no substantial effect on the site content as it stands now. I'll also want copies of the graphics created for the site in vector format.
