Build ebay inspired auction website

I need a freelancer's expertise & help to build an ebay inspired auction website from the following PSDs. Logo will be incorporated into the final PSDs in a few days. So final color scheme will be slightly different. The website needs to function and run on the following PHP auction script [url removed, login to view] Please note this isn't a penny auction website although it may seem that way from the attach PSDs. My budget is $600 for this entire project, if freelancer would be willing to consider a 60/40 or 70/30 commission split as a form of compensation for balance (commission split for compensation only applies if you're bid is more than my budget) we can discuss this in further detail via PMB. Freelancer must know HTML5 Drag and Drop API because the website will have drag and drop incorporated into website's functionality. Freelancer must have experience integrating PayPal Website Payments Pro, Google Checkout and Checkout by Amazon. Code must be SEO friendly. Monies will be paid in milestones releases only after work has been verified and functionality tested to ensure everything functions & works correctly. Another outside party will perform the QA testing before final payment is release. The website needs to be ready for Oct 1. launch.
English speaking level and writing must be 4 out of 5. Please attach AUCTION WEBSITES ONLY that you've built for other clients in your CV. Applicant must have Team Viewer and/or Skype video for screen sharing. Applicant ignoring these instructions will have their bid immediately rejected.
