Magazine layout application

First, there will be an auction to produce this application, **but we do not have a budget or a time frame yet**. We are a small media company and we have a very good rentacoder rating, so do not be scared that we are simply looking for free code, but we are looking for some free advice. We own several sites including a property listing service. Right now, we want to know if this project is even possible within a budget of under $10K. Here's the project: ----------------------------------------- We are considering starting a magazine and we are going to have the magazine printed by sending a complete PDF file to the printing company. We generally think the layout will be 3 or four columns per page. The content of the magazine comes in three forms: 1. Articles that are text based. 2. Display ads that are graphics (.tiffs, .ai, .jpgs, etc.) and may be 1 to 4 columns wide and come in sizes such as full page, 1/2 page, 1/4 page, 1/6 page, 1/8 page. 3. Property listing Line ads, comprising text and a thumbnail photo, perhaps restricted to 1 column wide. The application would take the three types of content from a combination of database entries and raw files and assemble a complete magazine in pdf format. The magazine is likely to be between 50 and 100 pages in length. The issues are the following: The property listings (content type 3) must be distributed throughout the magazine alphabetically by state and country. The display ads must be distributed evenly throughout the magazine and may need to be associated with certain pages. For example, a display advertisement for a New York real estate broker needs to be near the New York property listings (though not exactly there).
