cPanel cpAddon module to inter-connect 2 accounts - repost

Write a cpAddon Module that will allow the client to put another cpanel account details in a remote server (origin account) and via ftp retrieve the files of all his public_html folder (uncompressed is ok, but if the files already exist it should be able to resume and copy only the missing ones by comparing modification dates), database files (linking to the mysql database in origin) and setup the DNS records correctly to the new account. It should work similar to the WHM copy account functionality but self-initiated by the end customer.
