Challenging, graphics heavy one page web site design

I need a website design (and HTML+CSS implementation) for a graphics heavy, illustration style website that consists of only one page. The website is a localized version of a debt clock, a debt clock shows the amount of public debt a country has. So, the main content of the website is a counter that counts the amount of debt per second, you do not have to implement this, only design the way it looks like. The main graphical element is a woman character: <[login to view URL]> The general look of the site must be very dark, the story is that the female character is being eaten away or threaten by the growing amount of debt and that her children will bear the costs. Making her hang on a noose could be a bit too disturbing, but that kind of image should give you the idea what I am looking for. I need a website that looks so good that it shocks people. In your bid, please show me your portfolio. I need top quality artist for this work. Note: If you want, you can also bid only for the design (no implementation). In such case, remember to mention it in your bid. If you do not mention this, I assume your bid includes both the design and basic html+css implementation.
